GovAcademy's Executive Director joins the summit's opening sessions as Abu Dhabi's approach to skills intelligence takes centre stage

Among the speakers confirmed for the summit's opening sessions is H.E. Dr. Amna Al Mahri, Executive Director of GovAcademy, Department of Government Enablement, Government of Abu Dhabi, for a fireside chat on Day 1 titled "The Sovereign Workforce System: Building a Self-Sufficient Talent Nation."

Her insights makes the case that HR technology has been solving the wrong problem. "I'd point to the shift from learning management to skills intelligence. For years, HR technology has been built to deliver and track training, who attended, who completed, who was satisfied. That era is closing," she said. What replaces it, in her view, is real-time visibility: "What is redefining HR strategy now is the ability to see, in near real time, the gap between the capability an organisation actually has and the capability it needs to deliver its mandate, and to act on that gap continuously rather than once a year in a training plan."

The honest lesson is that you learn faster by comparing notes with peers than by building in isolation," she said.

For the C-suite in the room this September, her message is pointed: technology and AI are enablers, not the transformation itself, and the right platform can never substitute for the right leadership decision.“Demand evidence, not activity, from your HR technology investments. Ask your teams what behaviour and performance actually changed, not how many people logged in,” she said, adding that data foundations and manager capability deserve the same level of investment as the platforms themselves. “The most sophisticated AI in the world cannot compensate for fragmented data or a manager who doesn't trust or understand what it's telling them.”
